The structure and number of members of the Government are determined by the National Assembly. The Government functions as a collegial body, making decisions through majority voting.

    • Negotiate and enter into international treaties on behalf of the state, safeguarding the legitimate interests of the state, Vietnamese organizations, and Vietnamese citizens abroad.
