2. Consular assistance available at Malaysia Embassy in Vietnam

The Malaysia Embassy in Vietnam provides various consular services for Malaysian citizens residing or visiting Vietnam. These include renewal of passports, registering births and marriages, registering overseas Malaysians, issuing Certificates of Good Conduct, and other services. However, it is important to note that the Embassy Malaysia in Vietnam will not be responsible for any issues or inconveniences that may arise regarding Vietnam visa.

2.1. Renewing passports

The Malaysia Embassy in Vietnam provides passport renewal services for Malaysian citizens residing in Vietnam. The processing time for passport renewal is approximately 3-6 months, or even longer, as the application is sent via diplomatic channels to the Malaysian Immigration Department in Putrajaya. 

Therefore, it is advisable to apply for a new passport at least 6 months before the expiration date. To apply for a new Malaysian passport, the applicant must visit the Embassy in person and bring the necessary documents, including:

  • A completed passport application form (IM.42-Pin.1/97), which can be downloaded from the Malaysian Immigration Department’s website or obtained at the Embassy
  • Malaysian passport (original and 2 copies)
  • Malaysian identity card (original and 2 copies)
  • 3 passport-sized photos with a white background (4×6 cm)
  • Passport fee of 1,400,000 VND / 200 RM

Note: The Malaysia Embassy in Vietnam will retain the original Malaysian passport during the processing of the application.

2.2. Registering births/marriages

Malaysian citizens born in Vietnam can register their birth at the Embassy Malaysia in Vietnam under certain conditions. The child’s father or mother must be Malaysian citizens at the time of birth, and the registration should be done within one year from the date of birth. The embassy will forward the application to the Malaysian National Registration Department for approval if the registration is done after one year from the date of birth. Required documents include:

For the baby:

  • Original Vietnamese birth certificate issued by the Provincial Department of Justice
  • A recent photograph

For the Malaysian father:

  • Malaysian passport (original and 1 copy)
  • Malaysian identity card (original and 1 copy)
  • Malaysian birth certificate (original and 1 copy)
  • A recent photograph of the Malaysian father
  • A completed application form (Borang D JPN.WN02)

For the Vietnamese mother:

  • Original Malaysian marriage certificate
  • Original Vietnamese marriage certificate
  • Vietnamese identity card (original and 1 copy)
  • Vietnamese birth certificate (original and 1 copy)
  • House registration book (original and 1 copy)
  • Vietnamese passport (original and 1 copy)
  • A recent photograph of the Vietnamese mother

The service fee is 210,000 VND / 30 RM and the processing time is 3 working days.

All documents of the Vietnamese spouse must be translated into English by a qualified translator and notarized by a Notary Public in Vietnam and authenticated by the Consular Department, Ministry of Foreign Affairs of Vietnam.

*Note: Any registration after 6 months is considered late registration. Late marriage registration incurs a fee of 100 RM for the first 6 months and 50 RM for each subsequent 6 months.

2.3. Registering overseas Malaysians

The Malaysia Embassy in Vietnam provides registration services for Malaysian residents in Vietnam and short-term visitors. Registration is essential for the Embassy to offer assistance, especially in emergency situations.

Registration can be done in person at the Embassy or via email by filling out the appropriate forms and submitting them along with a scanned copy of the passport to the Consular Officer. For short-term trips to Hanoi or Ho Chi Minh City, registration with the Malaysia Embassy in Vietnam via email is sufficient.

2.4. Issuing Certificates of Good Conduct

The Malaysia Embassy provides Certificates of Good Conduct for Malaysian citizens residing in Vietnam. These certificates serve as evidence that the individuals have no criminal record in Malaysia during a specific period. To apply for a Good Conduct Certificate, the applicant must provide the following documents:

  • A completed application form, which can be found on the Embassy’s website or at the Embassy
  • A set of fingerprints
  • A copy of their Malaysian passport
  • Malaysian ID card
  • Proof of their current address in Vietnam
  • Any additional documents or information depending on the circumstances

2.5. Providing travel advice

To ensure that your journey to Vietnam is safe and comfortable, the Malaysia Embassy in Vietnam advises that you:

  • Take necessary precautions to ensure personal safety
  • Research the hotel you will be staying at in Vietnam and seek advice from travel agents, tour guides, or hotel staff
  • Obtain appropriate travel insurance
  • Ensure that your passport and travel documents are securely stored
  • In case of emergencies, take note of the relevant forms of assistance that can or cannot be extended or provided by the Malaysia Embassy in Vietnam

2.6. Other services provided by the Malaysia Embassy in Vietnam

In addition to the above-mentioned services, the Malaysia Embassy in Vietnam also provides emergency certificates for Malaysian tourists in case of passport loss, allowing them to return to Malaysia. The applicant must be present at the Embassy when submitting the application and must also apply for an exit visa issued by the Vietnam Immigration Department. The service fee is 50 RM. 

For infants or children born in Vietnam, the following documents (2 copies each) are required for issuing emergency certificates:

  • Malaysian birth certificate
  • Malaysian marriage certificate of both parents
  • Passports of both parents
  • ID cards of both parents

For lost passports, the following documents (2 copies each) must be submitted:

  • Report from the local Vietnamese police (in English)
  • Copy of Malaysian ID card, birth certificate, or the lost passport
  • Recent passport-sized photograph of the applicant (white background, 3.5×5 cm)
