According to Duong Ngoc Dung, a professor of religious studies, Ngoc Hoang Pagoda was built in 1894. Initially, it was built by a person named Luu Minh (from China) to worship the Jade Emperor (Ngoc Hoang). Later, in 1982, Venerable Thich Vinh Khuong took over its management, formally affiliating it with the Vietnamese Buddhist Sangha. Ngoc Hoang Pagoda was renamed Phuoc Hai Pagoda in 1984. However, since the temple still worships the Jade Emperor, the locals often refer to it as Ngoc Hoang Pagoda.
